As a general rule, an institution can only send a candidate a probabilistic “probable” letter of communication (whether or not the candidate is a recruited athlete) if the applicant has submitted all the necessary material to the institution to make an admission decision. Rarely and for compelling reasons, an organization may send such a “probable” communication that does not contain “all” of these materials, as set out below, but only if: (i) the other materials contained in the applicant`s file provide the institution with a clear basis for a binding affirmative clearance decision on the applicant by that date, conforms to the general standards of the institution for such decisions; and (ii) the equipment in question is submitted prior to the issuance of a final authorization decision.
